For the purpose of containing the SARS-CoV-2 virus, entry and transit in the national territory are also allowed to persons who in the previous fourteen days have stayed or transited in India, Bangladesh or Sri Lanka, provided that they do not demonstrate COVID-19 symptoms and that fall into one of the following categories:
a) subjects who, regardless of citizenship and residence, enter for study purposes;
b) subjects who intend to reach their place of residence established on a date prior to this ordinance;
c) subjects who intend to reach the domicile, home or registered residence of minor children, spouse or part of the civil union.
2. Entry into the national territory from the states and territories referred to in paragraph 1 is subject to the following rules:
a) presentation to the carrier at the time of boarding and to anyone appointed to carry out checks on the Passenger Locator Form in digital format by viewing from their mobile device or in hard copy;
b) presentation, to the carrier upon boarding and to anyone in charge of carrying out the checks, of the certification of having undergone in the seventy-two hours prior to entry into the national territory to a molecular or antigenic test, carried out by means of a swab and result negative;
c) subjected to a molecular or antigenic test, to be carried out by means of a swab, upon arrival at the airport, port or border area: in the case of molecular tests, the subject is in any case kept in isolation until the outcome of the same;
d) subject to fiduciary isolation at the address indicated in the Passenger Locator Form for a period of ten days;
e) obligation to carry out a further molecular or antigen test at the end of the ten days of isolation.
3. It may also be permitted, subject to the authorization of the Ministry of Health, to enter the national territory for imperative reasons of necessity.
4. Provided that no symptoms of COVID-19 arise and without prejudice to the obligations to fill in the Passenger Locator Form, the provisions of this article do not apply to the crew and crew of the means of transport for people and goods. For these subjects, the obligation remains to undergo a molecular or antigenic test, to be carried out by means of a swab, upon arrival at the airport, port or border place, where possible, or within forty-eight hours of entering the territory. at the local health authority of reference. 1.
